Autonomy means that this inspection is proactively conducted by enterprises in accordance with the law to ensure product quality meets the requirements of users and consumers. Provided it does not violate mandatory legal provisions, enterprises can choose inspection standards and procedures suitable for themselves.
Legality means that the enterprise's quality inspection must be conducted in accordance with the law and relevant national regulations. When products leave the factory, they can be inspected and certified by an inspection agency established by the enterprise itself, or they can be entrusted to a relevant product quality inspection agency. According to Chinese law, product quality inspection agencies must possess the corresponding inspection conditions and capabilities, and must pass the assessment of the provincial-level or higher people's government product quality supervision and management department or its authorized department before they can undertake product quality inspection work.
